PERMIT #: M- 2000 -149 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: October 24, 2013 <br />OBSERVATIONS <br />This was a pre- operation inspection of the Barton Pit conducted by Peter Hays with the Colorado Division of <br />Reclamation, Mining and Safety (Division). Mr. Randy Schafer was present during the inspection. <br />The 110c to 112c conversion application (CN -01) package for the Barton Pit was received by the Division on <br />July 18, 2013 and deemed complete for purposes of filing on September 6, 2013. The Division sent the <br />Applicant and their consultant a copy of the Division's adequacy review letter on October 29, 2013. The <br />current permit decision date is December 5, 2013. No objections to the conversion application were received <br />by the Division during the public comment period which ended on October 22, 2013. <br />The site is located approximately 10 miles southeast of Sterling, Colorado in Logan County. The Barton Pit <br />conversion will add 56.107 acres to the existing 9.183 permit acres for a total of 65.29 acres with 61.3 acres of <br />affected land. The site will be mined in 7 stages with concurrent reclamation. The present and proposed post - <br />mine land use is pastureland, which is consistent with the surrounding land. The required public notice sign <br />was not observed during the inspection; however since the public comment period has ended the lack of the <br />sign was not cited as a problem. The conversion area permit boundaries were all delineated by fence line. <br />Two structures not noted on the Pre - Mining Plan Map, the boundary fences and an overhead eclectic line <br />were identified during the inspection. These items will need to be included in the Pre - Mining Plan Map and <br />addressed accordingly in response to the Division's adequacy letter dated October 29, 2013. Mining related <br />disturbance was observed outside of the currently permitted boundaries. The disturbed areas will be included <br />within the conversion application boundary.
