( "Loloff'), and am working with J.C. York to address <br />concerns related to the request for a Technical Revision to Loloff Mine Permit No. M- 1985 -112. <br />My focus is to respond to items 22 and 24, as detailed in your letter to Mr. York dated July 23, <br />2013. <br />Item 22: Reclamation Costs <br />Mr. York will be providing an analysis of the cost to dewater the pit in phases in the event the <br />mine operator fails to complete operations and reclamation in conformance with the approved <br />mining plan. <br />I understand the concern is the cost to dewater the pit to establish a 3:1 slope at all areas that <br />have been disturbed. Loloff proposes that the mining and reclamation plan be amended to <br />include a requirement that a 3:1 slope be established as soon as reasonably possible after a <br />specific area has been disturbed. This would include establishing this slope at all locations that <br />have already been mined, in effect creating the reclamation condition as mining is being <br />conducted, rather than wait until mining is complete to establish this grade. This would <br />eliminate the need for the State to dewater the pit for purposes of establishing this same grade. <br />
