Water Division 1, Water District 2, Weld County Approval Period: August 1, 2013 — December 31, 2013 (December 31, 2014 if extended) Contact phone number for Ms. Keedy: (303) 806 -8952 Dear Ms. Keedy: We have reviewed your letter dated June 18, 2013 requesting renewal of the current Substitute Water Supply Plan ( "SWSP ") for the above mentioned gravel pits. The SWSP is a combined replacement plan that identifies replacement sources to cover depletions from two adjacent mine sites operated by Ready Mixed Concrete Company ( "RMCC "). It was most recently approved on August 8, 2011 and is valid through July 31, 2013. That renewal fee -for two SWSPs of $514 was received (receipt no. 3660555). Prior to the issuance of a renewal, on September 24, 2013, we received a request to amend the SWSP. This approval addresses both the original renewal and the amendment request. Plan Operation This plan will replace depletions resulting from mining operations at the Bromley Lakes site (WDID 0203049 well permit 76711 -F). The Bromley Lakes Pit, DRMS permit no. M -1987- 049, was amended on November 16, 2009 to incorporate the Ready Mixed Pit No. 1, DRMS permit no. M- 1985 -017, into the Bromley Lakes permitted area. Therefore, for the purpose of this SWSP, the Ready Mixed Pit No. 1 is considered part of the Bromley Lakes site. The Bromley Lakes site covers approximately 600 acres located between the South Platte River and the City of Brighton, consisting of: • Erger's Pond (lined), owned by the City of Brighton, • Kenneth Mitchell Lake (lined, land bridge to be mined), owned by the City of Brighton, • Bromley Lakes Cell 2 (mined and being backfilled), • Bromley Lakes Cell 3 / Pit No. 1 (f.k.a. Ready Mixed Pit) (lined and nearly completed mined), • Bromley Lakes Lot 2 (f.k.a.
