provides no vegetative buffer below the waste dump (which the nearby sediment pond 3
possesses) so the use of sediment control structure will be needed. Since these are
normally temporary, such as woven silt fencing or straw wattles, please commit to
closely monitoring and maintaining them.
All temporary sediment structures will be closely monitored and maintained and is stated
in Appendix 13.
26. The outslope will be a 3:1 gradient, which is adequate to provide stability for this coarse
material. The reclamation is for the eventual revegetation of the area. Since the new
waste rock will occupy land that may contain some topsoil, please commit to salvaging
any available topsoil prior to placement of the waste rock. (Please ensure that the
permit boundary is clearly marked, and the disturbed area boundary is the limit of where
the waste rock is placed.)
All topsoil encountered will be removed and stockpiled. The permit boundary is clearly
marked and the waste rock will be placed within the disturbance boundary.
27. The additional buildings described in the plan are consistent with the mining plan and the
development of the mine and mill. It is understood that certain of the structures could
continue to exist after reclamation as general storage. Does the county have to inspect
or approve any of the structures before they can be permanent on the site?
No, Ouray County does not need to inspect or approve any of the structures that will
remain on site after reclamation.
28. The reclamation plan map (Map F -1) clearly shows which building structures will remain
after reclamation. The two buildings presently proposed to remain as permanent
structures are the filter building and the mine equipment storage and shop building.
Please describe what the building's contents will be, and what building clean -up or
disposal of contents will be required at the time of reclamation.
The removal of inside equipment and piping is addressed in the revised Exhibit L, which
is enclosed.
29. The Division will recalculate the bond after receiving your responses. The changes
proposed under this revision may affect the bond amount for the permit. The new
figures will be forwarded to you and the operator when they are completed. Any
increase in the amount of bond for this revision must be submitted within 60 days after
notification by the Division, and until it is received and accepted the revision will not
become final.
The new bond amount will be submitted within 60 days of notification by the Division.
In addition to the changes described above, pages reflecting changes to Exhibit L for the
structure inventory and also changes to Collection Ditch #3 have resulted in a resubmittal of
7
