Notes for site visit October 16, 2013:
1 arrived on site around 12:30. Gary Harding took me around the site.
The mine has received a significant amount of rain over the last week,
approximately 1.8 ", the site was very wet. So wet in fact, we didn't
walk around very much in either gob pile area.
We initially went to the top of gob pile #2. Overall, the site looks
good. The top is still graded very well, and there is positive drainage.
The Operator is making plans to start bringing gob in and dumping it
in N" shaped piles to promote drainage out of the gob. Once the
piles have drained, they will be pushed back to the top of the pile and
compacted. We couldn't drive to Ditch F -19, but from the haul road
up to the mine office, it looks like some rocks had raveled down into
the flow line. They will be removed as soon as the site is dried out
enough to get equipment over there. Monitoring of that flow line will
become a maintenance issue as coverfill from gob pile #3 is being
hauled to that location and therefore, rocks, or coverfill, could end up
in the flow line again.
We met with a contractor about relocating the E. Diversion Ditch
higher on the hillside in order to expand the top of gob pile #2. He
thinks the ditch can be safely constructed, so I will proceed with a
technical revision to be submitted this winter.
All of the ponds except for Pond K are holding water and sediment.
Pond F was about 2' below the emergency spillway. They are letting
the fines settle before attempting to dewater the pond. Fortunately,
the next 4 -5 days are forecast to be dry which will help with
dewatering all of the ponds, but specifically Pond F.
Our next stop was gob pile #3. Gob was actively being dumped while
I was on site, and the material was being worked in an effort to get it
to dry, but at this point, it is very wet soupy material. The haul road
into the site (in the pit area) has been ripped out and relocated.
Coverfill was still being salvaged. The contractor estimates at least
another two weeks of coverfill salvage before they begin placing and
compacting gob in the active placement and compaction area. The
location of the underdrain has been staked, but no work has begun.
