The estimate results in an increase <br />in liability of $36,222.00. This is more than the estimate submitted by Colowyo (of $8,940.00). There are <br />several reasons for the large discrepancy in the liability amounts. First, the Division does not believe that it is <br />possible to seal holes greater than 100 feet deep with a laborer shoveling bentonite /cement into the hole. This is <br />the method proposed by Colowyo. As such, the Division has included a drill rig for all holes greater than this <br />100 -foot threshold. This, of course, dramatically increases the liability. Second, the Division does not believe <br />that the 30 minutes /hole for sealing is correct (it is too low). The Division believes that 2 -4 hours, depending on <br />the depth of the hole, is a more practical and realistic amount of time to seal each hole. Third, Colowyo does <br />include a laborer in their estimate (to seal the holes) but does not include any other equipment. A truck and <br />small cement mixer is required even for the holes that only require a laborer. Finally, The Division believes that a <br />small water truck is required on site while all of these holes are being sealed. The Division estimates a total of <br />more than 450 bags of concrete will be required for the sealing of all of the exploration holes.
