INTEROFFICE MEMORANDUM <br />TO: JIM STARK <br />FROM: JANET BINNS �J- <br />SUBJECT: WEST ELK C1980 -007, TR131 <br />DATE: 10/15/2013 <br />I have reviewed TR131 application for Mountain Coal Company's West Elk 1\I1ne. This revision <br />updated reclamation seed mixes in response to the Division's approval of TR125. The revision also <br />reformats section 2.05.4 of the permit to allow the similar topics to be consolidated. <br />No changes were proposed for seed mixes that will be used on reclamation within the Gunnison <br />national Forest; Paonia Ranger District, Table 39A. <br />Adjustments have been proposed for Table 39: Temporary Stabilization Seed Mix that replaces more <br />aggressive introduced species for native species better adapted to the reclamation and stabilization <br />goals. <br />Table 37: Permanent seed mix has been revised to remove species that have been shown to perform <br />unfavorably for the areas being reclaimed, and replace with better adapted species. Some of the <br />previously approved native species have been increased in seeding quantities in the seed mix as well. <br />Table 38: Shrub Planting Species List has been eliminated as a result of the approval of TR125. <br />Woody plant re- establishment is no longer a reclamation success requirement. Elimination of Table <br />38 is appropriate. <br />The Division finds the proposed changes to the seed mixes and to the formatting of the text is <br />appropriate and the revised pages will insert into the approved permit. I recommend the Division <br />approve TR131 as it has been submitted. <br />
