Dear Mr. Scott:
This letter is to request Technical Revision #023 (TR -23) to the Climax Mine Reclamation
Permit (M -77 -493) regarding the design, stability, and operations and monitoring for the
Mayflower Tailing Storage Facility (TSF), and modifications to the Tenmile TSF Operations and
Monitoring Manual submitted previously as TR -20. TR -23 is intended to satisfy DRMS
regulatory requirements with regards to DRMS Rule 6. 5 and Rule 7.3, and provides additional
information on the Mayflower TSF as discussed in the March 1, 2011 letter from Climax to
DRMS responding to the November 10, 2010 AM -06 adequacy determination letter as well as
the December 15, 2011 Climax response to the September 9, 2011 DRMS adequacy review letter
for TR -18. The Mayflower TSF Operations and Maintenance Manual, and modifications to the
Tenmile TSF Operations and Maintenance Manual will be incorporated in the Environmental
Protection Plan (EPP) by reference.
Technical Revision #023 consists of three documents included in the CD with this letter:
• Operations and Maintenance Manual - MayflowerTailing Storage Facility and 5 Dam
• Mayflower Tailing Storage Facility 5 Dam Operating Condition Seepage and Stability
Analyses
• Revised Operations and Maintenance Manual - Tenmile Tailing Storage Facility and 3
Dam
Enclosed are electronic files of the TR -23 documents and the $1,006.00 fee applicable to a 112d
operation. We will mail you two hard copies of Mayflower reports and one hard copy of
Tenmile replacement pages within the next few days. Specific DRMS comments in the
November 10, 2010 DRMS adequacy determination letter for AM -06 addressed by TR -23 are as
follows:
