Cattany, <br />Director and James R. Stark, Environmental Protection Specialist : Findings of Compliance <br />and Proposed Decision for a Phase 1 Bond Release and Bond Reduction SL -02 for Energy <br />Fuels Coal, Inc.. Southfield Mine, Permit No. C -81 -014 <br />please refer to the Section: Sealing of Underground Mine Openings- Portals, Fans, Vent Shafts <br />and Monitoring Wells and specifically page16 which states: <br />"None of the five monitoring wells within the Southfield permit area have been sealed <br />at this time. All are required for ongoing hydrologic monitoring of the groundwater. The <br />Division has also requested that EFCI leave the North Dewatering Well open to monitor <br />water inflows into the mine and to monitor water quality in the mine." <br />From the Colorado Division of Minerals and Geology :GUIDLINE REGARDING SELECTED <br />COAL MINE BOND RELEASE ISSUES: <br />"The Phase 111 bond release application must include a detailed water quantity and quality <br />impact analysis to assess compliance with 4.05. This analysis will provide a summary of <br />existing surface and groundveter data for the mine and adjacent areas. Adequate <br />monitoring facilities must remain in place and functional through the bond liability <br />period to ensure that this requirement can be met." <br />Further, <br />"Accordingly, impact analysis will focus on trends which would support or refute <br />long -term stability in quantity and quality data.
