South Taylor Fill Inspection Certification <br />On September 17, 2013, 1 inspected the area in which the South Taylor Excess Spoil Fill is <br />being constructed. This report covers activities associated with both the East Taylor Fill and the <br />West Taylor Fill identified on Map 23A and Map 45 of the approved permit. The purpose of this <br />inspection was to observe status of the fill placement. This inspection is necessary to satisfy <br />the requirements of CDRMS Rule 4.09. 10 (1a) and Rule 4.09.1 (1b). Weather conditions were <br />70 °F and sunny, turning to cloudy with a brief rainstorm. <br />West Taylor Fill with A -A' and B -B' Underdrain Area Fill placement continues. The toe is <br />filled and sloped to the 7800 elevation and rip rap placement has been completed to the 7695 <br />elevation in the West Taylor West Trib and West Taylor East Trib channels. Dumping on the <br />7950 bench has been completed and dumping continues up to the 8000 elevation. A small <br />portion on the southeast end of the East Trib channel was being excavated at the time of <br />inspection, between the 7800 and 7915 elevations. Approximately 15,000 C.Y. of fill material will <br />be removed from this area to meet the PMT design surface. <br />Flows through the drain continue to contribute inflow to the West Taylor pond. During the prior <br />year, the monitoring piezometer was drilled and completed. The current water level reading of <br />223.5 feet was obtained. <br />No structural weakness, signs of instability, or other hazards were noted at the time of <br />inspection. <br />East Taylor Fill with C -C' Underdrain Area: The 7800, 7850, 7900, and 7950 dump benches <br />are completed. The 8000 bench and all higher benches were inactive during this quarter. <br />Design requirements for the spoil pile are addressed in Volume 13, Exhibit 21, Item 1, <br />Introductory Letter. Inspection requirements during construction are further detailed in Volume <br />12, Section 4.09. <br />No structural weakness, signs of instability, or other hazards were noted at the time of <br />inspection. <br />I am a Registered Professional Engineer in the State of Colorado.
