September 26,2013 C-1980-007/West Elk Mine JRS <br /> ROADS—Rule 4.03 Construction 4.03.1(3)/4.03.2(3)Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance <br /> 4.03.1(5) and(6)/4.03.2(5)and(6) Reclamation 4.03.1(7)/4.03.2(7): <br /> -The main mine entrance/haul road is a paved road. The road remains stable and well maintained. <br /> - The roads in the coal stockpile area were all well maintained and stable at the time of the inspection. There was <br /> no rutting on any of the roads and no erosional problems were observed. <br /> - The road to and around the mine portals was stable and well maintained. There was no rutting on the road and <br /> no erosional problems were observed at the time of the inspection. <br /> - The Sylvester Gulch haul road was well maintained and stable at the time of the inspection. There were no <br /> problems with rutting or erosion noted. <br /> SLIDES and DAMAGE - Rule 4.12: <br /> -The HR-1 slide area remains stable at the time of the inspection. There is some decent first-year vegetation <br /> growing on the slide area. This will further help in stabilizing the slide area. There was a small trickle of water <br /> from the crushed rock drain into the half-culvert(sediment ditch from the RPEE). Overall,this area appears to be <br /> stable but continued monitoring is necessary. Currently West Elk has a Minor Revision under review to allow for <br /> minor modifications to the HR-1 slide area. These modifications will allow for increased stability of the slide <br /> area. <br /> -The small slide that occurred on the outslope of the material storage bench east of the portals has been repaired. <br /> There is already good vegetative growth on the repaired slide area due to all of the rain the mine has received <br /> recently.. <br /> -The ST-02 slide area remained stable at the time of the inspection. There is good first-year growth on the slide <br /> area,which will help its long-term stability. The coconut fiber matting is still in place on the vast majority of the <br /> slide remediation area. <br /> DOCUMENTS RECEIVED:None <br /> This concludes the 26 September 2013 complete inspection report for the West Elk Mine. <br /> Number of Partial Inspection this Fiscal Year: 9 <br /> Number of Complete Inspections this Fiscal Year: 4 <br /> Page 4 of 11 <br />
