PERMIT #: M- 2005 -044 <br />INSPECTOR'S INITIALS: MAC <br />INSPECTION DATE: October 3, 2013 <br />OBSERVATIONS <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). John DeWitt of Lincoln County was also present for the inspection. The Hoffman Pit is located 1 mile <br />east of Genoa, Colorado. The site is permitted for 9.9 acres and the post- mining land use is rangeland. <br />The Division received a 112 Construction Materials Conversion Application for the Hoffman Pit on September <br />3, 2013. The application was filed for review on September 30, 2013; the decision date for the application is <br />December 30, 2013. The Operator is seeking to increase the permit area from 9.9 acres to 34.1 acres; the post - <br />mining land use will remain the same. The site visit was conducted in order to inspect the area which will be <br />added to the existing permit boundary. <br />The Hoffman Pit is operated intermittently; no mining was occurring at the time of the inspection. The <br />Hoffman pit is situated at the top of a natural escarpment with a southerly aspect. Mining has commenced at <br />the north end of the site and is progressing towards the south. During the last inspection conducted on July <br />15, 2013, the Division found that the Operator had affected approximately 0.3 acres of land outside of the <br />approved boundary. The proposed permit boundary submitted under the Conversion Application will <br />incorporate the 0.3 acres which are outside of the permit boundary. The additional 24.2 acres to be added to <br />the permit boundary are located south and east of the existing permit boundary. The Conversion Application <br />did not identify any permanent man -made structures within 200 feet of the affected area, with the exception <br />of surrounding fences which are owned by the landowner. While traversing the proposed affected area the <br />Division identified two structures which may be within 200 feet of the affected area: 1) an east -west railroad <br />line on the south side of the permit boundary. 2) a cell phone tower adjacent to the northeast corner of the <br />permit boundary. It will be the Operator's responsibility to determine if these structures are within 200 feet of <br />the affected area. If they are within 200 feet of the affected area, then the Operator will need to obtain <br />damage waiver agreements with the structure owners. <br />The gravel deposits which are being mined trend north to south and create a series of small ridges. By <br />expanding the permit boundary to the south, the toes of several of the ridges become incorporated into the <br />permit boundary. This will allow the Operator to mine from the north end of the ridges to the south end of the <br />ridges. However, there is at least one ridge that is not fully contained within the revised permit boundary. The <br />Operator will need to clarify how the upper (northern) portion of the ridges will be mined and how the final <br />grade will be achieved if the entire ridge is not mined. The Division's concerns regarding the Mining and <br />Reclamation Plan will be forthcoming in a separate Adequacy Letter. <br />No other concerns or problems were noted during the inspection.
