Review of 2012 Annual Reclamation Report (ARR)
Dear Mr. McCourt:
CCC's 2012 ARR was received by the Division on March 20, 2013. The Division has the
following comments on this ARR.
1. Figure 3 -1 has an error in the acres seeded table. The cumulative total is reported as
1212.25 acres. However, the sum of acres seeded for "10 years or less" and acres
seeded for "greater than 10 years" is not equal to 1212.25. CCC discusses this
discrepancy in Section 3 and states that 1212.25 is the correct total but did not correct
the subtotals to agree with the total value. Please document the correct values under
separate cover.
2. The font on Figure 8 -3 is so small is becomes illegible when scanned. Please provide
this information in a larger font in future reports.
3. Weed management is considered a cultural practice in accordance with Rule
2.04.13(1)(e). In future ARRs (beginning with the 2013 ARR), please provide
information indicating where weed control efforts have been employed on a yearly
basis (broken down by parcel). This information should include what methods were
used, what chemicals were applied, and which noxious species were targeted.
4. Since CCC is implementing different seed mixes depending upon the slope and
topsoil replacement thickness, it is important to designate which seed mix was
planted in which areas. In the future, please provide this information, including areas
where interseeding was performed.
5. The 2012 Vegetation Monitoring report notes that vegetation establishment on the
grassland portion of parcel WP015 is considered a failure and will need reseeding to
put it on the appropriate trajectory towards bond release. The 2013 ARR should
document that this mitigation action was taken or provide documentation as to why it
was not conducted.
