The <br />required fee of $1,593 has been submitted (receipt no. 3659345). This sand and gravel pit is operated <br />by Coulson Excavating Co., Inc. ( "Applicant "). This is the first SWSP obtained for this mining <br />operation. <br />Plan Operation <br />The Bonser Pit is currently used as a materials processing site for the adjacent Flying W Pit <br />(DRMS M- 2005 -004, WDID 0403006, SWSP WDID 0402526). Mining at the Bonser Pit is not <br />expected to occur for another 2 to 5 years, though a 6.3 acre ground water pond has already been <br />created at the site. This pond was created from a borrow pit excavation onsite of the Bonser Pit. This <br />SWSP covers evaporation resulting from this pond, as well as dust control use for water diverted out <br />of this pond. Replacements will be made via leases with the City of Loveland for fully consumable <br />water. <br />Depletions <br />Depletions to the Big Thompson River will occur as the result of evaporation from ground <br />water exposed in the borrow pit pond, and water used for dust control. Net evaporative depletions <br />were calculated using a gross annual evaporation of 39.5 inches from the exposed water surface, with <br />a credit of 10.6 inches for effective precipitation. <br />In addition to the 6.3 -acre borrow pit pond, there are three exposed ground water ponds in the <br />southwest portion of the mining site. This SWSP formally recognizes these three ponds as being a <br />ground water exposure caused by sand and gravel mining activities prior to January 1, 1981 ("pre - <br />81"). In accordance with water court case 09CW49 and current administrative policy found in the <br />State Engineer's General Guidelines for Substitute Water Supply Plans for Sand and Gravel Pits <br />(updated April 2, 2011), the State Engineer will (1) not require replacement for evaporation on pre -81 <br />areas regardless if mining continued at the site post 1980 and (2) require that the pre -81 area be <br />limited to the location where it existed prior to 1981 unless the Applicant can show that the State <br />Engineer previously recognized in writing a re- allocation of the pre -81 area within the permit <br />417ffice of the State Engineer <br />1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303 -866 -3581 • Fax: 303 - 866 -3589 <br />www.water.state.co.us <br />
