7.0 Operating Plan <br />This section provides the information required by Section 2.05 of the Rules and describes the design, <br />reclamation, and monitoring of the RPE East. <br />7.1 Operating Plan — Permit Area (2.05.3) <br />MCC's expected daily rate of coal refuse production is expected to be approximately 2,000 to 2,500 <br />tons. Refuse will primarily be generated from the coal preparation plant (CPP) and conveyed to the <br />refuse bin located on the RPE east of the CPP. From this bin, approximately 5 to 6, 20 yard <br />truckloads per hour will be taken to the RPE East. An average of 300,000 tons per year of coal <br />refuse is expected to be compacted into the RPE East refuse pile, with a maximum of 500,000 tons <br />anticipated in any given year. <br />7.2 Drainage Plan <br />Surface water will be diverted away from the working pad and the underdrain with temporary <br />ditches. Temporary clearwater diversion ditches will be constructed to intercept and divert drainage <br />from the undisturbed slope in No Name Gulch above the active refuse pile working pad to the <br />clearwater diversion ditches located along either side of the refuse pile. Temporary sediment ditches <br />will be constructed to drain water off of the working pad to the sediment ditches located along either <br />side of the refuse pile. <br />Drawing C -13A presents a typical layout for the temporary diversion ditches. New ditches will be <br />constructed as needed as the working pad is raised. The final layout and configuration of the <br />temporary ditches will be determined in the field during operations. As the working pad elevation <br />rises, these temporary ditches will be left in place for refuse pile drainage and refuse will be placed <br />over them, as described in Section 4.4. <br />The temporary clearwater ditches and temporary sediment ditches have been designed to <br />accommodate runoff from the 100 -year, 24 -hour rain storm event.
