The inspection was combined with an inspection
of the operator's nearby New Horizon North Mine.
Ross Gubka was present, and escorted me throughout the inspection. Skies were clear, and
temperatures were mild. Conditions were humid, due to recent weather patterns and rainfall that
the area has received.
PERMITTING UPDATE:
• Effective October 1, 2013, Mike Boulay, of the Division's Grand Junction Field Office, will
become the Lead Specialist for this mine, and also for New Horizon North.
• SL-13: The Division will be issuing its proposed decision in the near future.
• RN-06: A response to the Division's April 12, 2013 Preliminary Adequacy Review was
received on September 13, 2013. The Division will be reviewing the material submitted, for
adequacy.
AVAILABILITY OF RECORDS —Rule 5.02.4(1):
• Permit records were available at the New Horizon Mine office for review. A room has been
designated to house all of the records for both mines.
• A completed DRMS Availability of Records Form is attached to this report.
BACKFILL and GRADING—Rule 4.14
Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall
Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials
4.14.3; Stabilization of Rills and Gullies 4.14.6:
• Only the northwestern corner of the permit area remains to be backfilled. A bulldozer was
working to push the remaining"Bench 2" stockpile into the pit(Photo 1). Eventually, the
boxcut spoil pile will be used to complete backfilling this area.
• The stockpile of"Bench F overburden will be used to cover over the Bench 2 backfill, prior
to topsoil redistribution.
Number of Partial Inspection this Fiscal Year: 3
Number of Complete Inspections this Fiscal Year: 1 Page 2 of 14
