Memorandum <br />To: Rob Zuber <br />From: Janet Binns <br />Date: 9/26/2013 <br />Re: Colowyo 2011 ARR <br />I have reviewed Section 8 and Section 10 of Colowyo's 2011 Annual Reclamation Report received by DMG on <br />March 9, 2012. <br />Section 8: Overburden Sampling: One sample, X -04, returned an SAR value over the threshold value of 15. <br />This location SAR was calculated as 24.30. The pH was 7.40, EC was 6.38 mmhos /cm. Ca was 7.01. <br />Na was 54.90 meq /L. Mg was 3.22 meq /L. This sample was collected on November 1, 2012. <br />A sample that exceeds the threshold values in any one parameter, pH, EC, or SAR, triggers CCC <br />contacting the Division, and additional sampling or the area to determine the extent of the suspect <br />material (Permit page 2.05 -8). There is no indication in the 2011 ARR that CCC contacted the Division <br />or conducted additional sampling in this location. <br />Based on the 2011 ARR the high SAR in at sample location X -04 was an isolated exceedance, and no <br />other overburden samples exceeded the threshold values. <br />Section 10: Shrub Establishment Study: The Colowyo shrub establishment study was suspended in 2006. No <br />information regarding the study was included in the 2011 Annual Reclamation Report. <br />As noted in my earlier review Sections 3, 4, and 9, data tables are so small of fonts that scanning into the <br />Division's laserfiche renders the data illegible. The Division requests that CCC submit the data tables in <br />slightly larger font in the future. <br />
