Non - Federal Parcel (NFP) #1 and #2 (Total = 331.539 acres) <br />NFP #1 — 141.687 acres <br />141.687 acres located in the easterly portion of Tract 37, located in Sections 2 and 11, <br />Township 50 North, Range 2 East, New Mexico Principal Meridian, <br />Gunnison County, CO. <br />NFP #2 — 189.852 acres <br />189.852 acres located in the westerly portion of Tract 38, located in Sections 3 and 4, Township <br />50 North, Range 2 East, New Mexico Principal Meridian, <br />Gunnison County, CO. <br />B. Parcel Suitable For Future Landowner Ownership Acquisitions <br />NFP #3 - 613.611 acres <br />A part of the westerly portion of Tract 37, excepting a 15 -acre parcel on the south boundary of said <br />tract and a part of the easterly portion of Tract 38, located in sections 2, 3, 10 and 11, T. 50N., R. <br />2E., New Mexico Principal Meridian, Gunnison County, Colorado. <br />The exchange will be completed under authority of and in accordance with the General Exchange <br />Act of March 20, 1922 (P.L. 67 -173), the Federal Land Policy and Management Act of October 21, <br />1976 (FLPMA, P.L. 94 -579) as amended, and the Federal Land Exchange Facilitation Act of <br />August 20, 1988 (P.L. 100 -409). <br />REASONS FOR MY DECISIONS <br />The following reasons are the rationale for the land exchange decision: <br />1. Past mining and associated development activity has caused the FP to lose its recreational <br />opportunities, wildlife habitat, and scenic values typically associated with NFS lands. <br />These lands have largely been converted to single use. While mining has ceased and <br />reclamation is underway a return to NFS character will not occur within the foreseeable <br />future. <br />2. Homestake Mining Company of California is the principal responsible party under the <br />CERCLA. Transfer of lands that are subject to CERCLA requirements to the principal <br />responsible party will consolidate liability issues with the PRP. In addition mined land <br />reclamation authorities will, be consolidated under the oversight of the Colorado Division of <br />Reclamation, Mining and Safety. This will eliminate duplication of effort and promote <br />regulatory efficiency. <br />3. The NFP is a 960.15 acre inholding (945.15 acres is identified for acquisition) that lies <br />adjacent to the congressionally designated Fossil Ridge Recreation Management Area <br />(FRRMA). <br />Fossil Ridge I Land Exchange Decision Notice and FONSI 6 <br />
