PERMIT #: M- 1992 -016 <br />INSPECTOR'S INITIALS: TC1 <br />INSPECTION DATE: August 20, 2013 <br />OBSERVATIONS <br />This inspection was requested by the Operator, Rocky Mountain Materials & Asphalt, Inc. as the result of an Acreage <br />Release (AR) request of 110 acres received by the Division on June 24, 2013. Rocky Mountain Materials & Asphalt, Inc. <br />was represented during the inspection by Tom Smith. The Penrose Ranch site is located approximately four miles east of <br />Florence, CO off State Hwy 120. <br />Inspection: <br />Permit signs were displayed as required (see Photos 1 and 2). <br />The primary focus of this inspection was to determine releasable acreage. <br />The entire site was driven to inspect the status of each of the eight areas delineated on the maps included in the release <br />request. The following table summarizes the observations made during the inspection. However, the Division is concerned about re- disturbing this area given its proximity to <br />active mining operations. The Operator will need to monitor this area carefully. <br />Area 2: Most of this area is releasable. There is an active sedimentation pond receiving runoff from the processing area. <br />As such, the area surrounding the sediment pond will require on -going maintenance and cannot be released. The Division <br />considers the area not potentially impacted by the sediment pond to be releasable. If the Operator were to re- delineate this <br />area to exclude the sediment pond area, the Division would consider those portions releasable. In addition, the Division is <br />concerned about re- disturbing north and east sides of the releasable area given its proximity to active mining operations. <br />The Operator would also need to monitor this area carefully. <br />Areas 3 — 5: These areas are releasable. <br />Area A: This area is releasable with the exception of the remaining stockpile. The stockpile is unstable and will continue <br />to erode, acting as a sediment source for the surrounding area during storm events. The stockpile will need to be removed <br />and the bare ground revegetated prior to this area being releasable. <br />Area B: This area would be releasable upon removal of the equipment stored here, assuming the removal would cause <br />minimal disturbance. <br />Area C: This area is releasable. Unfortunately, it is delineated with Area B (combined 30.3 acres) and cannot be <br />released without re- delineating the area or removing the aforementioned equipment. <br />Area D: This area is releasable. <br />Page 2 of 6 <br />
