PERMIT #: M- 1990 -138 <br />INSPECTOR'S INITIALS: TC1 <br />INSPECTION DATE: March 14, 2013 <br />OBSERVATIONS <br />This inspection was conducted as part of the regular monitoring program. The Operator was represented by <br />Curtis Stone, who was present for the inspection. This is a 11 Oc gravel mine operated by Fremont County. <br />The Stirrup Pit is located approximately 30 miles north of Cotopaxi in Fremont Co. It is accessed from County <br />Rd 2. <br />Inspection: <br />A permit sign had been displayed at the site entrance (see Photo 1), and the topsoil stockpile was observed to be <br />stabilized with vegetation (see Photo 2) and also identified with a sign (see Photo 3). Corners of the pit area <br />were also marked (see Photo 4). <br />The pit showed signs of recent activity (see Photos 5 and 6), but was not active at the time of inspection. Mr. <br />Curtis asked if the Reclamation Permit allowed the Operator to go deeper than the current 10 to 15 -foot depth. <br />The File Review notes below show the pit is permitted for a 25 to 30 -foot depth. Mr. Curtis also asked if the <br />post mine land use could be a stock pond. <br />As the pit is adjacent to Co Rd 2, the haul road is short. Observed material stockpiles included gravel /roadbase <br />and a small pile of large boulders. No noxious weeds were observed. No stormwater retention was observed. <br />File Review: <br />• The total permitted area is 9.6 acres. <br />• The previous inspection was conducted on 10/23/2009, no problems were cited. <br />• This is a county pit, therefore no financial warranty exists. <br />• Annual fees and reports are up to date through 2013. <br />• The approved mine plan allows the pit to be 25 to 30 feet deep. <br />• The post -mine land use is wildlife habitat. There is no provision in the approved permit for a stock <br />pond. <br />Current Stipulations: <br />None. <br />Summary & Recommendations: <br />1. The Operator may excavate the pit to a maximum depth of 30 feet without a revision to the permit. <br />2. If the Operator wishes to change the post -mine land use to a stock pond, an amendment application will <br />be required as it is a significant change to the approved post -mine land use which does not include water <br />storage. Such a change would require the Division and the Operator to provide notifications. <br />Page 2 of 4 <br />
