Western Fuels- Colorado, A Limited Liability Company Colorado Department of Public Health and Environment
Permit No. 10MO2275F Air Pollution Control Division
Initial Approval
PARTICULATE EMISSIONS CONTROL PLAN FOR MINING ACTIVITIES
THE FOLLOWING PARTICULATE EMISSIONS CONTROL MEASURES SHALL BE USED FOR COMPLIANCE
PURPOSES ON THE ACTIVITIES COVERED BY THIS PERMIT, AS REQUIRED BY THE AIR QUALITY
CONTROL COMMISSION REGULATION NO.1, Section III.D.1.b. THIS SOURCE IS SUBJECT TO THE
FOLLOWING EMISSION GUIDELINES:
a. Mining Activities - Visible emissions not to exceed 20 %, no off - property transport of visible emissions.
b. Haul Roads - No off - property transport of visible emissions shall apply to on -site haul roads, the nuisance
guidelines shall apply to off -site haul roads.
C. Haul Trucks - There shall be no off - property transport of visible emissions from haul trucks when
operating on the property of the owner or operator. There shall be no off - vehicle transport of visible
emissions from the material in the haul trucks when operating off of the property of the owner or operator.
Control Measures
1. Adequate soil moisture must be maintained in topsoil and overburden to control emissions during removal.
Watering shall be implemented as necessary.
When Topsoil haul takes place the minimum water applications shall be 10 applications of water per day for
the topsoil haul routes, as modeled, for meeting 95% control on any day without a minimum of 0.01 inches of
precipitation, when temperatures are below freezing and /or the ground is snow /ice covered, or when recent
precipitation events or snow melt create a situation where such water application could create an unsafe
condition for heavy equipment. Records of water use at all times shall be maintained and made available for
inspection upon request. The moisture ratio shall be maintained at the value required to establish 95% control
as indicated on Figure 13.2.2 -2 of EPA's AP -42, "Watering control effectiveness for unpaved travel surfaces"
of that chapter, or pursuant to an alternative method as approved per Conditions 9 and 10. Records of testing
and watering shall be maintained and made available for inspection upon request. Such tests shall be
performed at least once per quarter. (Reference: Regulation 1, Part III D)." At any time that the soil moisture
ratio is proven sufficient to maintain control, based on accepted testing methods, watering application may be
reduced.
3. Topsoil and overburden stockpiles shall be compacted and revegetated within one year of the date of the last
application of overburden or topsoil to the respective stockpile.
4. Emissions from drilling holes for blasting shall be controlled by the use of a dust collector and skirts.
5. Emissions from material handling (i.e. removal, loading, and hauling) shall be controlled by watering at all
times unless natural moisture is sufficient to control emissions.
6. Coal Stockpiles shall be watered as necessary to control particulate emissions.
7. Unpaved haul roads shall be treated with chemical stabilizers per manufacturer's specifications and watered
as often as needed to control particulate emissions.
8. All areas disturbed for more than 120 days shall be treated with chemical stabilizers per manufacturer's
specifications, watering as needed, and revegetated within one year to control particulate emissions.
9. Reclamation works and sequential extraction of material shall be initiated to keep the total disturbed areas at
any one time to a minimum.
AIRS ID: 085/0036/003 Page 9 of 11
