Approximately 30 acres were disturbed by the operation, none of which were reclaimed. Trapper Mining
Inc. reclaimed the pit and surrounding disturbed areas following completion of Trappers mining activities
in this area. Reclamation was in accordance with an agreement with Empire Energy (refer to Section
3.5.5). The pre-mine land use was rangeland with some dry land farming.
Utah International Inc. began operations at the Trapper Mine in February, 1977, with the start-up of top-
soil removal. The first coal was mined in April, 1977. Reclamation of disturbed areas began in 1978.
Activities steadily increased through 1979 when the mine reached full production. Refer to Sections 3.1.4
and 3.1.5 for a more detailed discussion of the current and proposed mining and reclamation operations.
Only minor regrading and no retopsoiling or seeding was accomplished prior to May 3, 1978.
Pre-permit disturbance and reclaimed areas according to the dates specified by the regulatory authority
are shown on maps M5A-D.
3.1.4 Operations Plan
Trapper Mine is a surface coal mine that supplies coal to the Craig Generating Station owned by Tri-State
Generation and Transmission Association, Inc., Sall River Project Agricultural Improvement and Power
• DWct, PacifiCorp, and Platte River Power Authority. When economically feasible, additional tonnage is
supplied to other markets. Table 3.1-1 lists Trapper Mine's maximum annual production rate. Actual
production in any given year may be less than this by as much as several hundred thousand tons
depending on future market conditions. Thus, maps showing topsoil removal and replacement, mining,
regrading, etc. may be out of sequence (ahead) of what actually exists on the ground at any given point
in time.
• 3-9
