Mr. Timothy Cazier, DRMS <br />September 17, 2013 <br />Page 2 <br />Operations at CC &V include the Arequa Gulch Valley Leach Facility ( "AGVLF "), the AGADR <br />facilities and the PSE facilities. The AGVLF, AGADR and PSE are under -lain by synthetic liner <br />systems. CC &V is proposing in this technical revision to extend the liner system in the area <br />where the conveyance pipe lines are utilized for the transfer of solution between the AGADR <br />and PSE within the outer edge of the AGVLF. <br />The PSE pipe line liner extension system will be installed per specifications outlined and <br />approved in Amendment No. 10 for clay and geosynthetic liner installation as an area for ore <br />storage on the AGVLF. AMEC has prepared a design for the PSE pipe line extended liner <br />containment system (attached), that describes a geosynthetic component that will overlay a one <br />(1) foot layer of Soil Liner Fill ( "SLF "). The geosynthetic component consists of 80 mil, single - <br />sided, textured, Linear Low Density Polyethylene ( "LLDPE") with the textured side placed <br />down, installed by a qualified liner contractor under the same specifications approved for the <br />AGVLF. Of the approximate 8,000 ft2 of additional liner proposed as part of this technical <br />revision, approximately 5,500 ft2 of the additional liner will not be covered by Drain Cover Fill <br />( "DCF ") material. <br />Please also refer to the following attached AMEC drawings for additional details: <br />• Drawing # A100 - PSES Pipe Rack Liner Extension Layout <br />• Drawing # A110 - PSES Liner Extension Sections <br />• Drawing # A120 —PSES Liner Extension Details <br />Construction quality assurance will be provided by AMEC. An as -built and certification report <br />will be submitted to DRMS in a timely manner upon completion of the project. <br />CC &V has reviewed this minor change for impacts to the financial warranty calculations. The <br />cost of reclamation for the additional lined facility has been captured under the calculations for <br />the AGADR facilities in Amendment No. 10, Volume VII, Appendix 11. Therefore, no <br />additional financial warranty for this portion of technical revision is necessary. <br />Power Pole Maintenance Road/Platform <br />Operations at CC &V include the Squaw Gulch Valley Leach Facility ( "SGVLF ") and the Squaw <br />Gulch Adsoption, Desorption and Recovery facilities ( "SGARD "). As approved in Amendment <br />No. 10 to Permit No. 1980 -244, the operations of those facilities will require the installation of a <br />new power line as presented in Drawing C -3: Proposed Facilities — Buildings and Utilities. As <br />part of the new power line to be installed to supply power to these facilities, CC &V is proposing <br />the placement of and access road /platform to provide access to the power line from State <br />Highway 67 to servicing these facilities.
