Hickenlooper <br />Governor <br />RE: SR -11 Mine, Permit No. M- 1977 -451, Rationale for Recommendation to Approve a Mike King <br />112d -1 Amendment Application over Objections Executive Director <br />Loretta Pi6eda <br />Director <br />INTRODUCTION <br />Herein, all references to the Act and Rules refer to the Colorado Mined Land Reclamation Act, C.R.S 34- <br />32 -101 et seq. (the Act), and to the Mineral Rules and Regulations of the Colorado Mined Land <br />Reclamation Board for Hard Rock, Metal and Designated Mining Operations (Rules or Rule). <br />The purpose of this document is to provide a basis for the Division's recommendation to approve the <br />112d -1 Amendment application (AM -1), submitted by Cotter Corporation (Operator) for the SR -11 Mine, <br />Permit No. M- 1977 -451, over the objection to the application by Information Network for Responsible <br />Mining (INFORM). <br />The SR -11 Mine is located approximately nine miles west of the town of Slickrock in San Miguel <br />County. A Reclamation Permit was issued for this site in 1979. The site has been in Temporary <br />Cessation (TC) since April 17, 2013. The site is located on Bureau of Land Management (BLM) land, <br />within the U.S. Department of Energy (DOE) Lease Tract C- SR -11. The affected area includes 13.30 <br />acres. The approved post - mining land use is rangeland. <br />The SR -11 Mine is an underground operation that extracts uranium and vanadium bearing ore. Pursuant <br />to House Bill 08 -1161, all uranium mines are considered designated mining operations (DMO). The <br />Reclamation Permit for every DMO must include an adequate Environmental Protection Plan (EPP). The <br />Operator submitted the AM -1 application in order to incorporate an EPP into their permit in accordance <br />with Rule 6.4.21. <br />CHRONOLOGY <br />October 11, 2012 Operator submits AM -1 application <br />October 11, 2012 Division deems AM -1 application complete for the purposes of filing <br />November 29, 2012 Division receives comments from the Colorado Division of Parks & Wildlife <br />December 4, 2012 Division sends Operator comments from CPW <br />December 6, 2012 Division receives timely objection letter from INFORM <br />February 4, 2013 Division sends initial adequacy review letter to Operator, noting deficiencies in the <br />application <br />February 26, 2013 Division receives Operator's response to CPW comments <br />February 26, 2013 Division receives Operator's response to INFORM's objection letter <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines <br />
