September 2013 Moffat County Mining, LLC * Bond Release Application
were transferred to Cyprus Empire Coal Company (subsequently transferred to MCM). The surface
disturbance associated with the Utah Tract was reclaimed during the period 1979 through 1983.
No. 5 Mine
Underground coal mining was initiated in the Eagle No. 5 Mine in 1972, using room and pillar mining
methods. In 1985, mining operations transitioned to the more efficient longwall mining method,
continuing through 1990, when the No. 5 Mine was closed. Active longwall mining continued in the
No. 5A/6 mines though 1995, when mining ceased and the operations were put into Temporary
Cessation. The No. 5 Mine portals were sealed, the No. 5 Mine Substation was removed, and the
associated disturbance areas (along with the Women's and Visitor Bathhouses) were reclaimed in
1997 -1998.
No. 9 Mine
The No. 9 Mine operated from 1976 through 1981, when active operations ceased. The mine portals
were sealed and the portal excavation backfilled in 1987. In 2008, the No. 9 Mine Warehouse was
demolished, and the Warehouse area, Portal area, and No. 9 Coal Refuse Disposal area were reclaimed,
consistent with the approved reclamation plan.
Buildings and Structures
MCM periodically reviews and evaluates the condition and ongoing and potential future needs for
mine structures and facilities. Based on these evaluations, the Women's Bathhouse, Visitor
Bathhouse, and No. 5 Mine Substation were demolished and the associated areas reclaimed in 1996-
1998. A second facilities reclamation effort was completed during 2008 -2009, with demolition and
reclamation of a number of buildings and structures and their associated disturbance areas, including;
the Men's Bathhouse; Laboratory Trailer and Sample Storage Shed; two rock -dust tanks; the Brazell-
Simms Building; the No. 9 Mine Warehouse, Portal Area, and Refuse Disposal Area; the Reclamation
Storage Building; and miscellaneous buildings and facilities (Compressor House, Okey -Plaza Well -
House, Brazell -Simms Well- House, Old Carpenter Shop, and Guard -Shack and Warehouse fencing).
All reclamation activities have been completed in full compliance with the approved reclamation plans,
included in Appendix A for reference, and as documented by copies of DMG /DRMS inspection
reports, included in Appendix B. The sequence and extent of historic reclamation and the nature of
ongoing site maintenance activities are summarized by MCM's Annual Reclamation Reports,
submitted to the DMG /DRMS and included as Appendix C for reference. The following summarizes
the status and acreages for existing Williams Fork mining and related disturbance areas.
4
