The specific area for which the delay is sought has been shown on the
Map IV -10A. This area includes all facilities and disturbance
anticipated for the Number 9A portals. The "delay" boundary shown on
Map IV -10A may be altered within the disturbance boundary to facilitate
minor modifications of facilities and locations. The underground mining
will be conducted using a 500 foot barrier from the surface mine except
for the five entries of the No. 9A portal.
There are no anticipated adverse environmental consequences which will
occur as a result in a delay in reclamation of the subject area:
Topsoil will be stored in .accordance with topsoil removal and storage
requirements set forth in the reclamation plan. Sediment, control will
be achieved through the present approved system.
Spoil for the final reclamation will be temporarily stared on the ncrth
side of the highwall for the duration of the underground operation,, As
per the reclamation plan, approximately 240,000 yards of overburden will
be used to reclaim the final highwall. This overburden will be sloped
on all sides at an angle of no greater than four horizontal to one
vertical resulting in a stable placement of the temporary embankment,
Further, in accordance with the reclamation plan,_ the side ,dopes will
be seeded to ensure stabilitIv and protect the overburden from erosion,
