No. 9 Coal Refuse Disposal Site (AI2 r,roved) <br />Reclamation of the presently approved coal refuse disposal site will be a continuing process and will be <br />initiated once the refuse pile has been filled to the design capacity. <br />Due to the uneven topography, primary pile construction will begin near its southern limit, and continue <br />to the north and west until the first lift is level. Once the initial lift is level, construction will generally be <br />from north to south. Lift thicknesses will be about 24 inches and each lift will be compacted to 90 percent <br />of the maximum dry density (T -99 or equivalent). Pile construction specifications are presented in <br />Exhibit 21, Waste Disposal Site. <br />Once the pile reaches its designed capacity and configuration, a minimum of two feet of non -toxic <br />material will be placed as cover on the pile. Because the No.9 Mine face -up area will be filled with waste <br />material, the original fill material in the berm around the face -up (approximately 185,000 cubic yards) <br />will be used for the four feet of non -toxic cover on the present refuse pile. The remainder will be placed <br />on the No.9 Mine yard. Before additional material is placed on the refuse disposal area, BTU -EC will <br />complete an evaluation and demonstrate that sufficient material is available to provide the required four - <br />foot cover, and will address recovery and stockpiling of the non -toxic cover material. Topsoil will be <br />distributed over the area to a minimum depth of six (6) inches. <br />After redistribution of topsoil, the topsoil will be sampled and analyzed and any necessary amendments <br />will be added to provide a suitable plant- growth media. The area will be drill - seeded using a rangeland <br />seed drill with the rangeland /wildlife seed mixture at a rate of 17.25 pounds /acre, and returned to a land - <br />use of rangeland /wildlife habitat. In the event the mixture is broadcast seeded, the seeding rate will be <br />doubled. The area will then be straw mulched with the mulch applied at the rate of two tons /acre. <br />Solid Waste Disposal Facility <br />Any non - hazardous debris resulting from demolition of mine buildings and facilities, and /or other <br />materials, as defined in Rule 4.11.4, Disposal of Non -Coal Waste, may be disposed of in a pei witted <br />Solid Waste Disposal Facility. The proposed solid waste disposal area covers approximately 4.5 acres in <br />Section 32, adjacent to the existing coal refuse pile and No. 9 Portal Area, as shown or, Map 25, <br />Structures and Renewable Resources. <br />The facility will be constructed and reclaimed in accordance with applicable provisions of Rule 4.11.4, <br />Disposal of Non -Coal Waste. The disposal area will be excavated, as- needed, to provide for effective <br />waste containment and to assure that sufficient material is available to cover the non -coal waste material <br />with a minimum of two feet of soil material. The excavation will maintain at least an eight foot barrier of <br />soil material between the adjacent coal refuse waste pile and the non -coal disposal area, and excavation <br />depth will be limited so that the bottom of the excavation is well above the natural ground water table in <br />the area. <br />The total area for this facility is approximately 4.5 acres, however, only a portion of the area will be in <br />active use at any given time. Waste materials will be placed, spread, and compacted to assure long -term <br />stability. A <br />temporary cover of inert soil material will be placed over active disposal- areas. as needed, to rnini izc 411-le <br />potential for wind -loss and provide vector control.
