On completion of facilities and structures removal, the portal en�ries will be seaicd according else <br />approved MSHA plan. ETU EC plans to use concrete from the dismantled coal silo and /or cindeibloclks <br />from the dismantled fuel island and compressor building to construct a seal for the mine entries. No toxic <br />or combustible material will be used as sealing or backfill material to minimize any potential for <br />contamination of ground water. <br />The portal faceup area will be backfilled with the material from surrounding areas and backfilled areas <br />will be left in a roughened condition to minimize the potential for slippage. The postmining topography <br />of the area is shown on the Reclamation Plan Map (Map 29). Prior to the backfilling and final grading <br />operations, the plant growth media, ie: the top 6 inches of vegetated overburden, will be salvaged and <br />temporarily stockpiled adjacent to the site. The stockpiled plant - growth media will be protected from <br />erosion by a temporary vegetative cover, if final grading will be delayed, and no vehicular traffic will be <br />allowed on signed stockpile areas, to minimize degradation due to compaction. On completion of <br />backfilling operations, stockpiled plant - growth media will be redistributed over the area. Contour ditches <br />or furrows will be constructed on the reclaimed slope to reduce erosion. These ditches or furrows will be <br />approximately 20 to 50 feet apart and have check dams placed at periodic intervals. The ditches will be <br />maintained until the vegetation becomes established. <br />The area will then be seeded with the rangeland/wildlife habitat seed mixture. The seed mixture will be <br />drill- seeded, using a rangeland drill, at a rate of 17.25 pounds PLS /acre. If it is necessary to apply the <br />seed by the broadcast method, the seeding rate will be doubled. A straw mulch, applied at the rate of two <br />tons /acre, will be applied over the seeded site, and either crimped in or applied with a tackifier. <br />Overland Conveyor <br />All of the overland conveyor systems and facilities will be dismantled /demolished including supports and <br />footings. All material capable of being salvaged will be salvaged. The unsalvageable material may be <br />placed at the toe of the faceup highwall at the portal area prior to backfilling and /or placed in the 5A <br />underground workings near the portal entries. <br />The affected areas will be backfilled and graded using spoil material from prior strip Mining operation. <br />and spoil from the conveyor bench. The postmining topography of the area is shown on the Reclamation <br />Plan Map (Map 29). On completion of the backfilling /upgrading operations., plant- growth media salvaged <br />prior to initiation of grading operations and temporarily placed adjacent to the area to be regraded. will be <br />redistributed over the area. The backfilling/grading operations will leave the area in a roughed condition <br />to minimize slippage of the top dressing. Contour ditches or furrows will be constructed on the reclaimed <br />slopes to reduce erosion. The ditches or furrows will be approximately 20 to 50 feet apart and have check <br />darns placed at periodic intervals. The ditches will be maintained until the vegetation becomes <br />established. It is anticipated that the ditches will fill with sediment in one or two years following <br />vegetation reestablishment. <br />The disturbed areas will then be drill- seeded with the appropriate land -use seed mixture, <br />rangeland /wildlife or pastureland, for which the area is to be reclaimed. The seed will be applied with a <br />rangeland drill at the rate of 17.25 pounds PLS /acre for the rangeland /wildlife mixture and 17.0 pounds <br />PLS acre for the pastureland mixture. If it is necessary to apply the seed by the bi•nadcast method, the <br />seeding rate will be doubled. Straw mulch, applied at a rate of two (2) tons /acre. vvill be spread over the <br />seeded sites. The mulch will be crimped into the top dressing or a tackif ee_° applied tc, assure its stability. <br />
