Reclamation Timetable
The timetable for completion of each phase of the reclamation plan for individual portal and facility areas
is shown on Table 67, Reclamation Timetable.
Reclamation Cost
The costs associated with the reclamation plans outlined in this permit submittal are detailed in Exhibit
25, Reclamation Bond.
Area - Specific Reclamation Plans
The following provide discussions of the detailed site - specific reclamation plans for the following portal
or facility areas:
• No.5 Portal
• No. 5A Portal
• Overland Conveyor
• No. 9 Portal Area
• Waste Disposal Site (approved)
• No. 5 and No.6 Mine Water Handling Systems
• Fresh Water System
• Red Rock Crusher
• Old Shop Area (EC Village)
• Utah Tract
• Miscellaneous Areas
• Multiple Service Buildings
• Solid Waste Disposal Area
No.5 Portal Area
The No.5 Portal Area was initially disturbed in the early 1970 °s, prior promulgation of SMCRA and the
related State regulatory program. As such, the surface facilities for this area were developed in a manner
inconsistent with currently- accepted mining and reclamation practices. Specifically, during development
of the portal area, topsoil was not salvaged from the site.
This topsoil deficiency was addressed by salvaging additional topsoil during construction of the drainage
and sediment control system. In addition, up to 24 inches of topsoil was salvaged during the recent
construction of a new shop, the wastewater treatment facility, and the No.5 and No.6 mine water - handling
system. Please refer to Table 58, Topsoil Replacement - No.5 Portal and General Area, found in Section
2.03.3 Operation Plan, Permit Area, for topsoil replacement volumes. The topsoil volumes salvaged
during these most recent construction activities are summarized in Table 68, No.5 Portal- Recent Topsoil
Salvaged Volumes.
Reclamation of the No.5 portal area will follow the general steps outlined at the beginning of this section.,
with the following minor modifications. All structures and facilities will be removed from the site. This
will include, but not be limited to the removal of the railroad tracks, scale - house. coal silo, coal conveying
system, rotary breaker, screening plant, reclaim, tunnel. all offices, shoe/ ->7,7 rehouse. Eabotarb,r
bathhouses, rock -dust tanks, electrical substation, fcncli,g, and the c1 _ ,erlan C,rGE7'r
associated structures.
