I. INTRODUCTION <br />Purpose of this Document <br />This document presents the findings of compliance in support of a proposed decision of the <br />Colorado Division of Reclamation, Mining, and Safety (Division) in response to a request for <br />a Phase I bond release on a portion of the Foidel Creek Mine, Division permit number C -1982- <br />056. The Foidel Creek Mine is an underground coal mine permitted and operated by <br />Twentymile Coal, LLC. Land for which bond release has been requested is state and privately <br />owned, and the coal was federally owned. Reclamation for which bond release has been <br />requested was conducted between 2009 and 2012. Twentymile Coal, LLC is requesting Phase I <br />bond release on 14.3 acres. <br />Contents of this Document <br />This document is divided into the following five parts: <br />L Introduction <br />II. Summary of the Bond Release Process; <br />III. Approval Criteria for Bond Release; <br />IV. Observations and Findings; and <br />V. Proposed Decision <br />Background Information Sources <br />Detailed information about the bond release review process can be found in the Colorado <br />Surface Coal Mining Reclamation Act (Act), the Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining (Regulations; Rules), and in the Guideline Regarding <br />Selected Coal Mine Bond Release issues, dated April 18, 1995. All "Sections" referenced <br />within this document are contained within the Regulations. Detailed information about the <br />mining and reclamation operations at the Foidel Creek Mine can be found in mining and <br />reclamation permit application C- 1982 -056 on file at the Division offices, located at 1313 <br />Sherman Street, Room 215, in Denver, Colorado. <br />Location of Foidel Creek Mine <br />The Foidel Creek Mine is an underground coal mine permitted and operated by Twentymile <br />Coal, LLC (TC) and located in Routt County, approximately 22 miles southeast of the town <br />of Steamboat Springs, Colorado. The specific area to which the proposed bond release request <br />applies is: T5N, R86W portions of Sections 2, 10, 11, 13, 14 and 29. <br />Land and Coal Ownership <br />The ownership of the surface land for which bond release has been requested is state and <br />private.
