/ITom & Gay Hatcher
4450 Monitor Rock Lane
Colorado Springs, CO 80904
3 September 2013
State of Colorado
Division of Reclamation, Mining and Safety
Department of Natural Resources
ATTN: Mr. Tom Kaldenbach
1313 Sherman St, Room 215
Denver, Colorado 80203
Ref: a. Your Letter dated 19 August 2013 (attached)
b. Snyder Quarry, Permit No. M- 1977 -210
Dear Mr. Kaldenbach,
RECEIVED
'EP 092013
Division of R
Mining & saftty
a. Purpose: The purpose of this letter is to request you significantly lower the permitted
blasting values for the Snyder Quarry.
b. Situation: I understand you have numerous documentation items detailing the effects
Snyder Quarry blasting has had on surrounding properties. As such, we request you change the
blasting standards because of the impact these blasts are having on neighboring properties.
Specifically, we do not believe Rule 6.5(4) is being complied with.
(1). As you know, the current permitted Snyder Quarry blasting limits are:
- 1.0 inch /second for Peak Particle Velocity
- 133db for Air Blast
(2). On 5 Jun 2012, we had a blasting event that shook our neighborhood knocking pictures off
walls and damaging windows. From your test equipment readings, that blast was:
- 0.11 inch /second for Peak Particle Velocity
- 58.6db for Air Blast
(3). Recommend you consider the permitted Snyder Quarry blasting limits be revised at a
minimum to:
- 0.05 inch /second for Peak Particle Velocity
- 30db for Air Blast
c. Request: 1. Please re- evaluate (and significantly lower) the
permitted value for Peak Particle Velocity for the Snyder Quarry.
2. Please re- evaluate (and significantly lower) the
permitted value for Air Blast for the Snyder Quarry.
Thank you,
Tom Hatcher
