The first priority represents CDOW's original storage right for recreational and fishery <br />purposes; the second right is the Yampa Participants' right for industrial storage. Based <br />on the new capacity survey and the 1990 agreements, the allocated storage is now 8,754 <br />acre-feet for industrial uses by the Yampa Participants, 1,668 acre-feet for municipal uses <br />by the city and an estimated 3,277 acre-feet for conservation purposes in the dead storage <br />capacity. <br />The industrial water is available to satisfy shortages which may occur at the Craig Station <br />Units 1 and 2 after exercise of the senior direct flow rights diverted through the Craig <br />Station Ditch and Pipeline (WDID 440522). Refer to the documentation describing the <br />Craig Station operations for additional information. <br />The city's storage water is available to satisfy shortages that may occur after utilization of <br />the city's direct flow water rights on the Yampa River, specifically the Craig Water <br />Supply Pipeline (WDID 440581). <br />2.16. Lester Creek Reservoir (Pearl Lake) <br />Lester Creek Reservoir (WDID 583521) is located on Lester Creek, a tributary of the Elk <br />River downstream of Steamboat Lake. The reservoir is owned and operated by CDOW <br />and used exclusively for recreational and fishery purposes. <br />According to elevation-capacity-area data provided by the Division 6 engineer, the total <br />capacity of the reservoir is estimated to be approximately 5,657 acre-feet, which <br />corresponds to the amount described in the water storage right. The storage right was <br />decreed on March 30, 1964 and was granted an appropriation date of May 5, 1959 <br />(Administration No. 39936.00000). All of the capacity is considered active, there being <br />no dead storage below the outlet works.
