C. 20240. <br /> <br />Dear Secretary Hickel: <br /> <br />Reference is made to your letter to Governor Reagan dated <br />December 16, 1969, stating that a decision will be made by July 1, <br />1970, as to whether or not the Glen Canyon Filling Criteria would be <br />terminated as provided in Principle No.2 as follows: <br /> <br />"* * * If, in the judgment of the Secretary, the <br />contents of Lake Powell and Lake Mead warrant such <br />action, and after consultation with appropriate <br />interests of the Upper Colorado River Basin and the <br />Lower Colorado River Ba s in, the Secretary may declare <br />that in not less than 1 year from and after the date <br />of such declaration these principles and criteria <br />are no longer applicable." <br /> <br />In your letter you indicated that a formal statement by the <br />affected parties regarding the significant matters to be cons idered <br />would assist you in making that decision. <br /> <br />In accordance with this suggestion there is enclosed herein <br />a statement by The Metropolitan Water District of Southern California <br />setting forth the reasons why the Filling Criteria should not be <br />terminated. It is hoped that this statement will convince you that <br />Metropolitan's pos ition is correct.
