Walker <br />Deputy Oirec[or <br /> <br />TO: Members, Colorado Water Conservation Board <br /> <br />FROM: Bill McDonald <br /> <br />DATE: March 1, 1983 <br /> <br />SUBJECT: Agenda Item 10, March 3, 1983, Board Meeting-- <br />Closed Basin project <br /> <br />Introduction <br /> <br />As orginally proposed in the definite plan report (November, <br />1979), the enhancement plan for the Closed Basin project included <br />extensive public use facilities for both fishing and non-fishing <br />activities and lake level stabilization facilities at San Luis <br />Lake. After reviewing the full development plan and the <br />projected non-federal costs, especially the annual operation and <br />maintenance cost, the Division of Parks and Outdoor Recreation <br />concluded that it could not support the plan in light of the <br />budget constraints which it faces. This conclusion, coupled with <br />the fact that the monies previously authorized by the legislature <br />($500,000) are substantially less than those needed for the full <br />development plan and for the other land acquisitions which the <br />state must make for the project, made it obvious that an <br />alternative enhancement plan had to be formulated. <br /> <br />At our request, the Bureau of Reclamation prepared a <br />"reduced development" plan with minimum recreation and fish and <br />wildlife enhancement facilities. This reduced development plan <br />would eliminate most non-fishing recreation facilities with <br />emphasis on San Luis Lake as a "fishing lake" rather than asa <br />"balanced use lake." This plan reduces ~~e number of or <br />eliminates certain public use facilities.
