The natural tendency is to rush the process and begin <br />debating the merits of particular alternatives. We all recognize the need to identify a <br />"proposed action" in the EIS. Most of us are eager to make sure that our particular <br />position is well understood and that our choice of "which alternative" is well known. <br />It is important to realize that the process of making public the current list of <br />alternatives is specifically designed to assure that the range of alternatives is <br />appropriate and not to choose among alternatives. We urge you to identify any <br />reasonable alternatives not on the current list which you feel should be considered, <br />and to advise if there are alternatives on this list that should not be studied. Your <br />comments regarding which alternative(s) you favor are not solicited at this time. You <br />will be given time to express your views on the merits of alternatives later during <br />review of the Draft EIS. At that time the environmental analysis will have been <br />completed and the alternatives evaluated.
