002423.

.

~

EXECUTIVE DIRECTOR'S MONTHLY REPORT
TO THE
COLORADO RIVER BOARD OF CALIFORNIA

December 11. 2001

ADMINISTRATION

Prooosed Board Meeting Schedule for Calendar Year 2002

Included in the Board folder is a copy of the proposed Board meeting schedule for calendar year
2002. Since I have not received any comments concerning the proposed dates, I would request that the
Board approved the schedule included in the Board folder.

PROTECTION OF EXISTING RIGHTS

Colorado River Water Reoort

During October 200 I, storage in the major Upper Basin reservoirs decreased by 448,000 acre- feet
and storage in the Lower Basin reservoirs decreased by 124,000 acre-feet. Total System active storage as
of the end of September was 45.863 million acre-feet (mat) or 77 percent of capacity, which is 4.444 maf
less than one year ago.

Novemberreleases from Hoover, Davis, and Parker Dams averaged I 1,2 I 0, 10, I 20 and 6,710 cubic
feet per second (cfs), respectively. Planned releases from those three dams for the month of December
2001 are 13,000 are 10,600, and 6,000 cfs, respectively. The December releases represent those needed
to meet downstream water requirements including those caused by reduced operation of Senator Wash
reservoir.

The Lower Division States' estimated consumptive use of Colorado River water for calendar year
2001, as estimated by Board staff, totals 8.392 maf and is projected as follows: Arizona, 2.857 maf;
California, 5.227 maf; and Nevada, 0.309 maf. Estimated additional unrneasured return flow credits of
0.228 maf would reduce the total amount to 8.164 maf. For calendar year 2001, it is estimated the Central
Arizona Project (CAP) will divert 1.530 maf, of which 0.314 mafis to be credited to the Arizona Water
Bank, and The Metropolitan Water District of Southern California (MWD) will divert 1.250 maf.

The preliminary December I estimate of200 I end-of-year California agricultural consumptive use
of Colorado River water under the first three priorities and the sixth priority ofthe 1931 California Seven
Party Agreement is 3.918 maf. This estimate is based on the collective use through November 2001 by
the Palo Verde Irrigation District (PVID), the Yuma Project Reservation Division (ypRD), the Imperial
Irrigation District (lID), and the Coachella Valley Water District (CVWD). Figure I, found at the end of
this report, depicts the historic projected end-of-year agricultural use for the year.
