Dear Mr. Udall:

Proposal for Firming the Federal
Hydroelectric Plants Serving Preference Customers
in the Eastern Division-Missouri River Basin Project

The parties making this Proposal, namely those whose names are subscribed

hereto, are hereinafter for convenience called the Firming Thermal Systems.

Factual Understanding

This Proposal relates to eight hydroelectric generating plants of the

United States on the Upper Missour1., River and its tributaries known as Fort

Peck, Garrison, Oalle, Big Bend, Fort Randall, Gavins 'Point, Canyon Ferry,

and Yellow Tail.

According to available data, the aggregate name plate rating of the

hydroelectric generating plants, upon completion, will be as follows: Fort

Peck'~ 165,000 kw, Garrison - 400,000 kw, Oahe - 595,000 kw, Big.Bend
468,000kw, Fort Randall - 320,000 kw, Gavins Point - 100;000 kw, Canyon
Ferry - 50,000 kW, and Yellow Tail - 200,000 kw.

Available data supplied by the United States Corps of Eng:lneers and

Bureau of Reclamation indicate that, upon completion, the eight generating

plants will have an aggregate firm peaking capability of 1,850,000 kw assigned

to the Eastern Division-Missouri Basin Project for supplying the requirements

of Preference Customers of the United States, but because of the possibilities
