Board Meeting--
Inspector General's Report on the Colorado River Basin
Salinity Control Program

Introduction

Unbeknownst to any of the seven Colorado River Basin
states. the Inspector General of the Department of the Interior
has been reviewing the Colorado River Basin Salinity Control
Program for well over a year. The existence of an audit report
on the program became known to the states in mid-September only
after the report was released to the press and I received an
inquiry about it from a reporter.

Discussion

The "Findings and Recommendations" from the audit report
are enclosed for your information. The report deals with both
the Yuma Desalting Plant authorized by Title I of the Colorado
River Basin Salinity Control Act and the salinity control units
authorized by Title II of the Act.

The seven states believe that the report is an inaccurate
and wholly unfounded document. Of most concern to the Upper
Division States. particularly Colorado. are statements such as
the one found on page 9 of the report:

Although the Bureau has expended about
$142 million .... it has made little
progress planning and constructing salinity
control projects authorized by Title II
.... Projects to control salinity from
natural sources cannot be constructed
without water use permits issued by the

1248E*
