Relationship to Recovery Program/Ranking Factors: <br /> <br />The construction and operation of the Aspinall Unit has had a major <br />effect on the Gunnison and Colorado rivers. The Bureau, WAPA, and the <br />Service have recently initiated the process that will ultimately result <br />in a Biological Opinion on operation of the Aspinall Unit. Because of <br />past impacts to endangered fishes and the potential for reducing those <br />impacts and perhaps even enhancing conditions for these species, the <br />Biological Opinion process will be an important component of the Recovery <br />Implementation Program, This document outlines the study plan that will <br />
