<br />002320 . <br /> <br />. <br /> <br />EXECUTIVE DIRECTOR'S MONTHLY REPORT <br />TO THE <br />COLORADO RIVER BOARD OF CALIFORNIA <br /> <br />April 18, 2000 <br /> <br />RECEIVED <br />APR 2 ~ 2000 <br />Colorado W <br />C~'.'servati atOt <br />On Boaro <br /> <br />PUBLIC COMMENT <br /> <br />Mr. Darrell Hafen, a resident of St. George, Utah, has recently began to communicate .with <br />Jay Chen of my staff concerning some ideas he has related to the Colorado River. He has requested <br />that I include in the Board folder a copy of his letter to Mr. Larry Anderson, Director of Utah's <br />Division of Water Resources. In his letter, Mr. Hafen describes his views on the issues of Lake <br />Powell water transfer to Dixie Power- Water-Light and Telephone, Inc. of Washington County, Utah, <br />and the prospect of bringing water from the Virgin River. <br /> <br />ADMINISTRATION <br /> <br />Membershio in the Urban Water Institute <br /> <br />Included in the Board folder is information from the Urban Water Institute, Inc. Mr. Wayne <br />Noyes, Chairman of the Institute, has invited the Colorado River Board to become a member. The <br />annual fee is $300 for public members. The charter of the Institute is to develop and disseminate <br />information about water resource economics and management among water agency decision makers <br />and related professional communities through various workshops, conferences and publications. The <br />Institute holds an "Annual Southern California Conference" in San Diego in late summer each year. <br /> <br />CRB Budget Hearing <br /> <br />On April 13'" I attended a hearing of the Senate Budget Subcommittee No.2 to provide <br />testimony supporting the Colorado River Board's budget in the amount of $1,121,000 for <br />FY 2000/01. The Board's budget was approved by unanimous consent ofthe Subcommittee. <br /> <br />AGENCY MANAGERS MEETING <br /> <br />The Agency Managers met on April 6th to discuss California's Colorado River Water Use <br />Plan and acceptable interim surplus criteria. <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Reoort <br /> <br />During February 2000, storage In the major Upper Basin reserVOIrS decreased by <br />
