Because of a very low planffactor, the Commissioner of Reclamation instructed

Region 7 to request authorit,y for initiation of a feasibility investigaticn of a first

stage of development consisting of the Idylwild Dam and Reservoir with minimum provisions

for future power development if future studies indicate they are feasible.

Since the Reconnaissance Report deals primarily with the Unit Plan, and only

minor information is given on the initial plan, it is difficult to follow portions of the
report with regard to the initial plan of development. '!he initial plan of development will

yield the same amount of M & I water as in the Unit Plan and 85% of the irrigation water.
