','

~
.

ooonq

1/20/%2.--

MBSA NEWS. . . .

At the May 20, 1982 Board of Directors meeting, you agreed that each state
would examine the 1944 Flood Control Act prior to the August MBSA meeting and
then discuss your perceptions and concerns about the Act on August 26, 1982. I was
also asked to remind you prior to the meeting date of your commitment, so please
regard this as your first reminder. Also recall that Bob Neufeld recommended that
you review the bibliography in the paper ti tied "An Overview of the Flood Control
Act of 1944" prepared by the M BSA staff and urged you to read some of the
publications that were noted in that bibliography.

.. .. ..

Staff members Tom Lowe and Greg Clites have resigned from the Association
staff effective July 31 and August 5, respectively. Tom is joining the staff of the
Kansas Water Office in Topeka, Kansas and wiH be reporting for work there on
August 2, 1982. Greg is moving to Ann Arbor, Michigan where his wife Anne will be
employed with the Great Lakes Environmental Research Laboratory (USDOC). Anne
is a former MRBC employee. Greg's employment with the Missouri River Basin
Commission began in November 1976, and Tom joined the Commission staff in
February 1978. Both have made significant contributions to the programs of the
Commission and to the Association since its formation last October. We wish them
well in their future endeavors.

.. .. ..

Joe Marcotte, USBR Regional Director in Billings, has offered to provide a tour
of Yellowtail Dam on Friday morning, August 27, 1982 following the MBSA meeting.
The tour would take the entire morning but could be arranged to return to Billings in
time to catch afternoon planes. We need to know the interest of individuals in
staying over and participating in the tour to determine it there will be enough people
to warrant arranging it. I will provide additional information on the tour with the
draft meeting agenda and ask that you contact me if you would like to participate.

.. .. ..

In discussions about proposed transfers of water out of the Missouri River basin,
there have been questions about the number and size of current transfers of water
out of and into the Missouri River basin. These have been documented and included
as part of the hydrology study water accounting system data base. Information about
the transfers has been summarized from the data base and is presented in tabular
form on the next page. Water transferred into the basin averages about 480,000
acre-feet per year, whereas about 20,000 acre-feet is transferred out of the basin.

~~

CD
