co
~
co
.-oj

COLORADO WATER CONSERVATION BOARD
102 columbine Building
1845 Sherman Street
Denver, Colorado 80203

September 3, 1970

M E M 0 RAN DUM

TO: Members, Colorado Water Conservation Board and Colorado
Water Congress Advisory Committee.

FROM: Felix L. Sparks. Director

SUBJECT: Agenda Item #2, Proposed Comments on Yellow Jacket
Project, Board Meeting September 11, 1970.

Under date of October 14, 1968, the Regional Director of
Region 4, Bureau of Reclamation, forwarded copies of his proposed
feasibility report on the Yellow Jacket Project to this Board. The
report was submitted to the Board for informal review and comment
prior to the report being submitted to the Secretary of the Interior.
On January 15. 1969, the Board considered the proposed report as an
agenda item. The report contains a controversial recommendation
that the Oak Ridge area, mostly privately owned, be purchased at
project expense and transferred to the Colorado Department of Game,
Fish and Parks. The Oak Ridge area is not within the boundaries of
the yellow Jacket Project and has no remote connection with the
project, other than both the project and the Oak Creek area are
situated in Rio Blanco county.

At the meeting of January 15. 1969, the recommendation
concerning the Oak Ridge area was opposed by the Yellow Jacket Water
conservancy District and by the staff of this Board. The Board
then decided to postpone any final action on the recommendation in
the hope that some compromise agreement could be arrived at among
the various parties directly concerned.

The Yellow Jacket Project would encompass two principal
areas for development - one along Milk Creek in the Yampa River
drainage, and the other along White River near Meeker. The White
River segment would serve 15,740 acres of land with a full water
supply and 2,000 acres with a supplemental supply. The Milk Creek
segment would serve 4.180 acres with a full supply and 1.690 acres
with a supplemental supply.
