Ou2463

.

.

EXECUTIVE DIRECTOR'S MONTH'" Y REPORT
TO THE
COLORADO RIVER BOARD OF CALIFORNIA

AUl!ust 13. 2002

ADMINISTRA nON

Colorado River Water SUDDlv WorkshoD

On July 24, 2002, a workshop was held by the Colorado River Board on the "Colorado Riyer Water
Supply Situation." This workshop was well attended and the presentations were informative. Through
this effort, I believe that a larger audience was reached and became more knowledgeable on the severity
of the drought in the Colorado River Basin and how it is impacting California and others; the cooperativc
efforts that the Colorado River Basin states have entered into; the importance of executing the
Quantification Settlement Agreement (QSA) by the December 31" deadline and in implementing
California's Colorado River Water Use Plan as scheduled; and the consequences on California and others
in the Basin if the QSA is not executed by the December 31" deadline.

AGENCY MANAGERS MEETING

The Agency Managers have not met since the July Board meeting.

CONSENT ITEMS

Lower Colorado Water SUDDlv Proiect

Work is continuing on the Lower Colorado Water Supply Project (Project). As a consent item, I
have included in the Board folder the third submittal of applications for Lower Colorado Water Supply
Project water. I am requesting that the Board recommend to the U. S. Bureau of Reclamation
(Reclamation), with the approval of Resolution 2002-3, that the following applicants are eligible to receive
Project water and that the City of Needles should offer a subcontract to each applicant.

For this third submittal, there are 26 applicants requesting water for 30 parcels of land. A listing
of the number of parcels and the water requested by county is shown below:

Number of Current Use Future Use Total Reauest
County Parcels (Acre-feet/yr) (Acre-feet/yr) (Acre-feet/yr)
Imperial 3 I 3 4
Riverside 14 I 23 24
San Bernardino 11 12 23 38
Total 30 \7 49 66
