Major activities would include the formulation of <br />alternative plans to meet different objeetives, the assessment of enviromneni:al <br />impacts associated with these alternative plans and an evaluation of historieal <br />and archeological conditions in the area. These and other studies would result <br />in significant increases in the time and amount of funds required to adequatGly <br />complete the investigation.
