The answers are based partially upon our files, <br />our reports and detailed field studies performed on the South Platte River by our <br />personnel. Additionally, we have reviewed studies and reports by the U.S. Bureau <br />of Reclamation and others which relate to the South Platte River and Harrows <br />Reservoir. <br /> <br />. <br /> <br />Of particular value to our work on your questions. was the 1967 and 1968 <br />assignment under the direction of Mr. Richard Eckles who was coordinator of <br />Natural Resources for Colorado at that time. For Mr. Eckles and Mr. James D. <br />Geissinger of the Attorney General's Office we studied and reported upon inte- <br />grated water use in Water Districts 64 and 8; prepared a South Platte River State <br />Line report; studied two ditches in detail; and provided comments and suggestions <br />for the 1969 water legislation. This legislation was the Water Right Determination <br />and Administration Act of 1969. <br /> <br />In August of 1968, we reported jointly with M. W. Bittinger, on Engineering <br />Water Code Studies for the South Platte River under authorization of Senate Bill 407 <br />of the 46th Colorado General Assembly. The report found that the South Platte River <br />water resource was adequate to meet present water needs, but that the supply was not <br />distributed throughout the year properly for optimized use. Conjunctive use of <br />surface water and ground water was recommended. Since the new legislation was <br />passed, the State has moved in this direction. We have concluded that conjunctive <br />use opportunities would be enhanced with Narrows Reservoir, particularly in the <br />lower South Platte River Basin. <br /> <br />Thank you for contacting uS in regard to this matter.
