In the interest of expeditious distribution to all members, I did not attempt any revisions, even to the figures, graphs, or tables that may be out of date or require verification. I believe you will find the structure and organization of the report improved over previously circulated chapters and outlines. I also believe the draft to be quite comprehensive; however, there may be some areas you'll want to expand and some ideas may not have been expressed at all. The report is somewhat longer than anticipated, so we may want to cut some redundancy. On the other hand, it is also quite readable as it is and the sl ight repetition of thoughts may need to be retained for readabil ity. We should attempt to replace some of the tables with graphs if they can be made more understandable. The purpose of this memorandum is to ask each work group member to devote appropriate time to review the draft and prepare comments that we can soon discuss at a meeting of the full work group. Please prepare your changes and/or additions as complete thoughts in writing in order to expedite group discussion and concurrence. There is a great amount of material to cover in a I-day meeting, so I ask your forbearance toward compromise and group unity. If additional time is required, we will schedule another day at the end of our meeting. However, we do need to move quickly. The work group should complete its work on the report and forward it to the State represen- tatives by mid-August. Their review and comments should be incorporated by mid-September in order for the work group to recommend to the Colorado River Basin States and the Commissioner an Annual Operating Plan by October 1. In addition to the report, there are issues regarding release decisions for August and September 1987.
