<br />0022;i6 <br /> <br />BACKGROUND <br /> <br />Duri:1g the snowmelt period in May of 1984, several mud slides occurred on steep <br />slopes above the Town of Red Cliff in Eagle County. Debris flows released by shallo~ <br />landslides and soil slips in the upper reaches of an unwooded steep gully pourec <br />downslope ~here i: intersected the main roae into town. The slides buried the road <br />to a depth of 4 feet and closed the road for over a week. Several homes sustained <br />water and mud damage in base~ents. The town waged a valia~t flood and mud figh: <br />during those da.ys in 11ay, however, the cOiiling spring thaws 0: 1S85, will probably <br />bri~g more of the same to the to~~. <br /> <br />On March 4, 1985, staff members of the Colorado Division of Disaster Emergency <br />Services (DODES), Colorado Wa tel" CO:1serva tion Baan: (CWCB) I arid the Emergency <br />Preparedness Director of Eagle County met with the Mayor and Town Council to discuss <br />the potential mud slide haZal"C faclog t:-Jell" cOi7(munity. The council voted to join the <br />National Flood Insurance Program and paSS certain ordinances tbat hlould limit <br />ccnstruction in certain high hazard areas. The council 0:50 aSf".ec assistaiJCE- fror.. <br />DODES a~d the Colorado Geologlcal Survey in evaluating the slide potential for spring <br />1985. <br /> <br />On March 12, 1985, Mr. pat Rogers, Colorado Geological SurveY, Robert L. Kistner and <br />Dc.\'id Holm, of Disa.ster EmergE!Dcy Services accornpaniec by JaCt: Johnsc.:-I of Eagle <br />County met with town officials to evaluate the site and noted that the only best <br />mitigation action at this time ~Duld be an alarm triggering cevice to alert the dozen <br />or so occupants that live directly in the path of the impending mud slide. A device <br />sinilar to which was successfully tested last year In Utah. The critical problem is <br />that the path of the potential mud slide has an average 60 percent slope in its <br />~,OOO ft. of distarlce and a 1200 ft. change in elevation (see memorandum Pat Rogers, <br />attached) . <br /> <br />TIlE DEVICE <br /> <br />The mechanis~ is composed of an actuating device with a basic five gallon paint <br />bUCK12t SUSP'?:"l' ~::.: '::'!'"l H-le debris channel that is torn loose by the force of G~bris <br />flow. The breaking of the ~ire triggers the control box devices to sound the one <br />hundred watt high low police type sire~ and at the same time turn on the red strobe <br />to warn traffic on the road. The control box houses a battery which is the power <br />source ior the warnlr,g oevlces. The battery is recharged constantly from the top <br />mounted solar cells. A key operated with that will both test the system and cancel <br />tne alarm is mounted within easy reach of the operator. A number of keys ~ill be <br />distrlbuted to the Red Cl:ff Volunteer Fire Department for their security.
