In addition to providing water to municipalities and <br />farms in the Animas and La Plata River basins, the project is designed to help satisfy the <br />Ute Indian reserved water right claims under the Colorado Ute Indian Water Rights Final <br />Settlement Agreement of December 10,1986. <br /> <br />In October, 1996, Governor Roy Romer and Lt Governor Gail Schoettler convened a <br />forum bringing together project proponents, project opponents, the Department of <br />Interior, the Environmental Protection Agency and the states of Colorado and New <br />Mexico in efforts to resolve long standing controversies. This group has now met a total <br />of five times.
