Harris, state personnel director, describing <br />the passage of Senate Bill 91-246. which phases in raising the salary lid beginning Jan. I, 1992 and creates a <br />Senior Executive SelYice, A Dee, 12 memo to persons in non-medical grade 99 positions updates them on what <br />has happened and on current plans, The content of the memo follows: <br /> <br />The salary lid is still scheduled to be raised to <br />grade 105 on Jan. 1, 1992 and to grade 109 on <br />July 1, 1992. You should have been informed <br />previously how lhis will affect your individual posi- <br />tion. Departments have completed their plans <br />detailing how they intend to absorb their share of <br />costs for raising the lid, <br />In July, Harris appointed a Senior Executive <br />Service Task Force, which consists of senior <br />managers from nine different departments, as <br />well as representatives of the Total Compensa- <br />tion Advisory Council, Colorado State Managers <br />Association, State Personnel Board and <br />Colorado Association of Public Employees, This <br />task force has met at least twice monthly since. <br />Initially, the task force reviewed other public <br />sector senior executive plans and identified is- <br />sues to be addressed, It then broke into subcom- <br />mittees addressing four issues: <br />. criteria for nomination of positions to the SES, <br /> <br />. the performance contract, <br />. personnel rules or procedures needed for the <br />first group of employees "grandfathered" into <br />SES. and <br /> <br />. pay issues. <br />The dedication and caliber of work of this task <br />force has been outstanding, according to Harris, <br /> <br />The task force recommendations were <br />presented to the governor's cabinet on Nov. 26. <br />Based on their comments, some proposals were <br />revised. The plan is now final, and a request for <br />SES nominations has been sent to cabinet mem- <br />bers and equivalent department heads.
